Nigeria's House of Representatives is currently in a rowdy session as the allegation of budget padding comes to the fore. The House slipped into chaos following a motion by Emmanuel Oker-Jev, House of Reps chairman on rules and business, that the allegation be investigated. Speaker Yakubu Dogara favoured and recognised Oker-Jev over some other representatives raising their hands to be recognised.
Speaking, Oker-Jev told the House that the allegation had brought the house into odium, thereby calling for an action. Speaker Dogara ruled on the motion by directing the House committee on rules and business to investigate the matter. Shouts of Dogara, Dogara rented the air, with other members shouting at the top of their lungs.
Abdulmumin Jibrin, former chairman of House appropriation committee, has consistently alleged the 2016 budget was corrupted by the Speaker and some principal officers.
